NHCP Concludes LGU Training on History and Heritage for NCR and Rizal

PASAY CITY, Philippines – The National Historical Commission of the Philippines (NHCP) successfully conducted a two-day training for Local Government Units (LGUs) on history and heritage at the GSIS Conference Room, GSIS Financial Center, on March 11–12, 2025. The event gathered over 150 participants from the 17 cities and 14 municipalities of Metro Manila and Rizal Province to strengthen their role in cultural preservation and historical advocacy at the local level.

The training opened with welcome remarks from Government Service Insurance System (GSIS) Vice President for Corporate Communications Ms. Margie A. Jorillo, who emphasized the importance of inter-agency collaboration in safeguarding history and heritage. NHCP Executive Director Carminda R. Arevalo followed with an insightful message, stressing that history is the foundation of the nation and urging participants to work together in fostering historical consciousness among their communities.

Throughout the training, experts from NHCP covered essential topics, including national symbols, the Flag and Heraldic Code of the Philippines (RA 8491), protocols for national and local commemorations, and the naming and renaming of public spaces. Discussions provided in-depth insights into the proper use and handling of national symbols, as well as best practices for organizing commemorative events.

On the first day, it also included a session on the legal framework for naming public spaces and declaring local holidays. Participants gained valuable knowledge on the establishment and management of local museums, enhancing their capability to preserve and promote heritage in their respective communities.

The second day of the training discussed the role of LGUs in promoting history and heritage

On the second day, NHCP officials underscored the crucial role of LGUs as frontliners in promoting history and heritage. Key discussions were led by NHCP’s experts, tackling the recognition and conservation of historic sites and structures, preservation techniques for built and movable heritage, and strategies for engaging the public in historical initiatives through the Local Historical Committees Network.

The training served as a platform for LGUs to enhance their knowledge and responsibilities in cultural preservation, equipping them with the tools to implement heritage laws effectively. NHCP reaffirmed its commitment to supporting local communities in upholding historical integrity, strengthening national identity, and ensuring that history remains a vital part of governance and public engagement.
